Lottery is a form of gambling in which people purchase tickets with numbers and try to win a prize. The casting of lots to decide matters of fate has a long history in human history, including several examples in the Bible. Public lotteries are more recent, however. In colonial America, they were often used as a method of collecting “voluntary taxes,” and they raised funds to build Harvard, Yale, Dartmouth, and other colleges. The Continental Congress even held a lottery in 1776 to finance the Revolution, but that effort was unsuccessful. Since then, most states have established lotteries to supplement state budgets.
